XU Jin, PhD

Assistant Professor and Doctoral Supervisor, CCHDS

Dr Jin Xu, is an Assistant Professor at Peking University China Center for Health Development Studies. He works in the field of health policy and systems research, with interests in primary health care, health financing, health service integration, and multimorbidity. He works on analyzing and evaluating complex health system interventions/reforms in low- and middle-income countries. Besides China, his work also covers Myanmar, Zambia and Sierra Leone. He has led multiple national and international projects related to health system strengthening.

Developed and taught courses: Health Systems in Low- and Middle-Income Countries, Analyzing Equity and Efficiency of Health Systems, and Hospital Management: Theory and Practice. Annual teaching load exceeded 100 credit hours.

Served as an external Ph.D. supervisor at the University of Manchester and co-supervised the UK Research and Innovation Global Challenges Global Joint Ph.D. Training Program. Supervised medical students in winning the first prize in the Peking University Challenge Cup (2022–2023).

Led the Peking University teaching reform project "Pilot Reform of the Medical English Teaching Module: Customized Development of the Core Course 'Introduction to Public Health' for the Health Diplomacy Module," which was successfully completed. Recognized as an Advanced Individual in Enrollment Work at Peking University (2022–2023).


Research

His main interests is health policy and systems research, with a specialization in public health policy and health economics. Key research areas include:

1. Complex Intervention Studies on Integrated Primary Care–Oriented Chronic Disease Management Models: 1) His research includes evidence synthesis and evaluation of on primary care interventions, digital technologies (e.g., digital therapeutics, integrated county-level chronic disease information systems, telemedicine networks) and free primary care medication programs, and reviews international experiences to inform intervention design. 2) He designs, implements, and evaluates cluster randomized controlled trials on integrated population-based cardiovascular health management, using risk-stratification to address service bottlenecks.

2. Performance Evaluation of Health Systems Peformance on Chronic Diseases Based on Big Health Data. He utilizes large-scale health data to construct big population cohorts, studying healthcare utilization, costs, quality of care, survival outcomes, and regional equity for patients with chronic diseases such as cancer.

3. Health Financing Policy Evaluation: He employs multi-source health data (e.g., health insurance claims, medical record summaries) to assess the impact of health financing policies (e.g., fiscal subsidies, payment methods) on service delivery and health outcomes.

Research Projects

He served as Principal Investigator for competitively funded research projects from sources including the National Social Science Foundation's Major Special Program sub-project, the National Natural Science Foundation Young Scientist Program, and the China Medical Board (USA) Health Policy and Systems Program. Has also led numerous commissioned projects from entities such as the Secretariat of the State Council's Medical Reform Leadership Group, the Ministry of Finance, the National Health Commission, the National Disease Control and Prevention Administration, as well as special projects for Peking University's international strategic cooperation, area studies, and COVID-19 response.
