Baseline survey for pilot reform of public hospitals

    Reform of public hospitals is one of the key areas in the health system reform, yet is believed as the most difficult part of the overall reform. The State Council decided to implement pilot reform on public hospitals in 16 selected cities, in order to accumulate reform experiences and roll out the overall reform plan in a second phase. A baseline survey is necessary to understand the current situation of public hospitals, to evaluate the process and impact of the pilot reform.

    Sponsored by Ministry of Health, CCHDS will work with PKU School of Public Health, and Shandong University to carry out a baseline survey. This survey aims: 1) To understand the health system and public hospital situation in the pilot cities; 2) To understand the progress and effect of health system reform in the pilot cities; 3) To identify key problems and root causes in the public hospitals in the piloted cities; and 4) To explore perceptions, expectations and possible responses of various stakeholders towards the pilot reform.
